Any thoughts on what raptor species this might be please?

The clues are:

a) The picture was taken in the Middle East in Autumn (Fall).

b) It's on the BOU British List.

c) And has also been recorded in North America.

I agree, I think the others have nailed it. That US record has to be pretty remarkable (although I suppose no more so than American Kestrel in Europe)

Red-footed Falcon - juvenile

Captured by Yoram Shpirer in Isreal back in October 2007.
