Sudanese eagle sp

These two eagles were found with vultures at a carcass on the Red Sea coast of Sudan. I have my own view on their ID but I'd appreciate the thoughts of others. The first two photos are of the same bird. The corvid is a brown-necked raven.

That is actually what I thought, but I'd be very interested to hear your reasons.

First bird clearly shows a broad white band along the centre of the underwing, a typical juv Steppe feature many immatures more or less show. Besides, throat is paler than the rest of the underparts.
Second bird shows distinct barring on flight feathers with a broader blackish trailing edge, darker carpals than rest of underwing, paler centre of 'hand', seemingly barred tail, darker body than underwing, also possibly a paler throat than rest of underparts. All good for adult Steppe.
Surely macrourus can add more info, he's the expert, I'm just an average birder.
