Hi Hide, thanks for the message. I personally haven't looked for winter raptors out there but friends have. Following link has some basic directions and link below that is a photographer's trip there so yes you can photo the raptors OK.

My name is Hide Takahashi and I live in Palm Springs. I'm interested in visiting Antelope Valley to view and photograph hawks there. Since I've never been there before I need some advices from you.
1) once I got there,exactly where should I go to find the hawks? Can you find them by just walking around there?
2)I understand that they allow hunters to shoot birds in Antelope Valley but is it safe to
go there to photoraph birds?
3)Is there anything that I particularly should pay attention to?
I recently had a rare opportunity to photograph the mating of red-tailed hawks at Covington Park right next to Big Morongo Preserve. And I'm now a big hawk fan.
